According to recent reports circulating in international cybersecurity sources, the hacktivist group known as “Red Wolf” is allegedly targeting Azerbaijan alongside several other countries. A report published by the cybersecurity portal TechOwlShield states that the group—defined as hacktivists who use computer-based methods to promote political agendas or social change—has included Azerbaijan among its target countries in its expanding DDoS attack campaigns planned for 2025.
The “Red Wolf Cyber Team”, a politically motivated hacktivist group, aims to disseminate international and regional political messages, disrupt online services of certain governments and organizations, and demonstrate their defense of ideological supporters. TechOwlShield shared sources and indicators illustrating the group’s operations targeting various NATO members and other countries.

The group primarily conducts DDoS (Distributed Denial of Service) attacks, attempting to disrupt the information systems of government bodies, financial institutions, and critical infrastructure.
On August 6, 2025, just hours after announcing an alliance with the Russian hacktivist group “NoName057(16)”, “Red Wolf” launched a cyberattack campaign against Germany’s Ministry of Defense. The operation, named “Operation Germany,” included a successful DDoS attack on the ministry’s website, as confirmed by a CheckHost report verifying the disruption of access to the information resource.

Additionally, the hacktivist group successfully took offline the website chefinnensache.de, which promotes gender equality and diversity policies in the German business community. In both attacks, “Red Wolf” used critical hashtags and shared strong political messages against several countries, including Germany, France, Israel, and the United States. The group’s aggressive rhetoric and rapid execution of threats have caused serious concern within the European cybersecurity community.
Given that Azerbaijan is also among the targets of these attacks, the Special Communications and Information Security State Service (SCISSS) of the Republic of Azerbaijan urges government agencies to pay close attention to the following:
