Special Communication and Information Security State Service is participating in “CyCon 2025”

A delegation from Special Communication and Information Security State Service of the Republic of Azerbaijan (SCISSS) is participating in the 17th International Conference on Cyber Conflicts (CyCon 2025), held from May 27 to 30, 2025, in Tallinn, the capital of Estonia. The event is organized by NATO’s Cooperative Cyber Defence Centre of Excellence.

The CyCon 2025 program includes technical sessions, panel discussions, and interactive workshops covering various topics such as “Cyber Warfare,” “Deception Tactics in Cyber Defense,” “Application of International Rules in Cyberspace,” “Response to Cross-Border Cyber Incidents,” “Use of OSINT (Open Source Intelligence) Technologies in Defending Against Modern Cyber Conflicts,” “Use of Artificial Intelligence in Armed Conflicts,” and “Exploitation of Opportunities Provided by Global Solutions.” The event gathered over 650 participants from 55 countries, including government officials, experts, academics, research institutions, and representatives of prominent brands.

Within the framework of the event, the SCISSS delegation participated in the “Strategic Cyber Warfare Simulations” training organized by NATO’s Cooperative Cyber Defence Centre of Excellence for senior officials.

During the event, SCISSS representatives held meetings with several officials from NATO’s Cooperative Cyber Defence Centre of Excellence and local cybersecurity companies. The discussions focused on the upcoming “CIDC-2025” event, scheduled to take place in Azerbaijan on October 9-10, 2025, as well as prospects for cooperation in cyber diplomacy, organization of cybersecurity training, and other related issues. A fruitful exchange of views was held.
