On November 3, 2025, the Azerbaijan Government CERT (CERT.GOV.AZ) under the Special Communication and Information Security State Service of the Republic of Azerbaijan organized an international webinar on “Cyber Diplomacy” for the member countries of the OIC-CERT.
The purpose of the training was to promote the exchange of knowledge and experience on strengthening diplomatic relations, trust-building, and mutual cooperation in the international cyberspace.
Opening the event, representatives of CERT.GOV.AZ welcomed the participants and provided an overview of the activities carried out in Azerbaijan in the field of cyber diplomacy, including the establishment and objectives of the Cyber Diplomacy Twinning Center. It was emphasized that this initiative reflects Azerbaijan’s active position in the global cybersecurity landscape and its commitment to advancing international diplomatic relations in cyberspace.
Serving as the trainer, Dr. Alexandru Georgescu, Researcher at The National Institute for Research & Development in Informatics - ICI Bucharest, delivered a presentation highlighting the growing importance of cyber diplomacy in international governance systems, national security, and foreign policy strategies. He stressed the priority of establishing trust among states in cyberspace, developing regulatory frameworks, and ensuring the protection of critical infrastructure.
Throughout the webinar, participants actively engaged with the speaker, posing questions and holding discussions on topics such as the role of cyber diplomacy in intergovernmental cooperation, the establishment of collective defense mechanisms, the protection of critical infrastructures, and the harmonization of information security policies at the international level.
Azerbaijan’s focus on this topic within the OIC-CERT framework demonstrates the country’s active role in the global cybersecurity agenda and its commitment to fostering strategic knowledge exchange with partner nations. At the conclusion of the event, participants emphasized that such initiatives contribute to the development of joint projects among member states in the fields of cyber diplomacy and cyber resilience.
