It has been determined that more than 6,200 users have fallen victim to hackers

The Special Communication and Information Security State Service of the Republic of Azerbaijan continues to carry out audits and monitoring activities in the field of information security, with the aim of safeguarding government institutions against existing and potential threats.

Despite the implementation of the "Cyber Hygiene Project" for government employees, the promotion of the "Guidelines on Ensuring Information Security," and other awareness-raising initiatives, during the first half of this year, 95 employees across 47 government agencies fell victim to hacker attacks due to non-compliance with cyber hygiene rules.

It should be noted that 16% of civil servants targeted by hackers were employees with admin authority, which, in addition to raising serious concerns, indicates that internal information security oversight within these institutions is insufficient and that necessary steps have not been taken in this area. The Special Communication and Information Security State Service has informed the relevant government bodies to take appropriate corrective actions.

In addition, citizens who do not adhere to information security and personal cyber hygiene rules while using the internet also fall victim to hacker attacks. Such individuals not only compromise the data on their personal computers but also enable unauthorized access to authentication credentials (login, password) and personal information related to the electronic services of the government institutions, used by them. In the first half of 2025, the number of citizens—users of public services—who fell victim to hacker attacks reached 6,164.

The Special Communication and Information Security State Service reminds government institutions of the importance of strengthening internal information security controls and connecting to the centralized antivirus system, as part of efforts to ensure robust protection against escalating cyber threats and to promote personal cyber hygiene.

At the same time, the Special Communication and Information Security State Service advises citizens to use antivirus software, avoid clicking on suspicious links to protect against cyberattacks, and report fake domains to the platform “blacklist.gov.az”.
